Today, President Barroso and Commissioner Grybauskaitė presented a discussion paper setting out the key issues structuring this debate, and invited the public to contribute its views on these issues.

The overall size and major expenditure categories of the European budget are set over a period of several years by an agreement between the European Parliament, the Council and the Commission. The current multi-annual financial framework covers the period 2007-2013 and is a key instrument in the management of the annual budget. The review will look at whether these frameworks have been successful and sufficiently responsive to changing needs, and how the long term budgetary planning process could be improved.
