  • Twin-track approach in action

    In a debate at the European parliament, president Barroso backed the "twin track" approach, considering it the best way to move Europe forward. He also underlined the effective cooperation between the three core institutions and expressed his satisfaction at the latest Eurobarometer figures showing that overall support for the EU is higher than at any other time over the past decade. He concluded: "We are winning the trust of European citizens – now we must show that we deserve it".

    President Barroso congratulated Hungary on being the first country to approve the treaty of Lisbon. He underlined the vote of the Hungarian parliament as an important first step which brings the concrete benefits of the new treaty into effect. He also found it particularly symbolic that the first country to approve the treaty is one that joined the European Union in 2004.

"Proclaiming the charter in Strasbourg has great significance because it shows that in the EU we have to fully respect fundamental rights" said commission president Barroso.

  • New commitment takes immediate effect

    President Barroso welcomed the signing of an ambitious partnership with a budget of €8bn between the European commission and 31 Sub-Saharan African states under the 10th European development fund. "These cooperation programmes are the best illustration of our willingness to move from a policy for Africa to a policy with Africa." The documents drafted together with the 31 African partner countries define a supporting strategy and priority actions to be undertaken in the 2008-2013 period.

    President Barroso gave a keynote speech at the conference on creative rights and cultural diversity held in the musical instruments museum in Brussels. The conference focused on the ongoing review of the licensing of creators’ rights and the adaptation of European models for rights clearance in a digital future. UK singer-songwriter Robin Gibb from The Bee Gees band and Greek singer Nana Mouskouri, member of the European parliament until 1999, attended the meeting as well as top-representatives of the industries and current members of the European parliament.

    Before leaving for Lisbon for the EU-Africa summit, president Barroso commented on the summit as a new phase in relations between the two continents. "Africa must be a priority in our external relations. I hope that we all, political leaders, civil society, the media -from the two continents- will be ready and open enough to break stereotypes and acknowledge the importance of this shift in our relations."

  • Sovereign wealth funds debate

    President Barroso concluded that there are good reasons for a common approach from the EU regarding sovereign wealth funds, both inside the EU and internationally. The need to avoid all forms of protectionism was emphasised in the debate. "At this stage, the commission does not favour legislative action, but it considers that some ground rules or guidelines on governance and transparency could be useful" he said. The commission will set out a detailed position on this issue in the first half of 2008.

    President Barroso hosted Donald Tusk for the first time at the European commission on 4 December. He took the opportunity to congratulate Mr Tusk on his appointment and to welcome his clear commitment to stronger relations with the EU. He said also he wanted to maintain the trust, or zaufanie in Polish, with the Polish people. Mr Tusk appreciated the use of the word zaufanie to describe Euro-Polish relations and said he would defend the interests of Poland in the spirit of European solidarity.

    For the second day of festivities to celebrate the enlargement of the Schengen area to embrace Estonia, the Czech Republic, Lithuania, Hungary, Latvia, Malta, Poland, Slovakia and Slovenia, the president visited the port of Talinn in Estonia at Berg, at the border between Slovakia and Austria. He concluded his voyage within the borders of the country which is to hold the next Council presidency, i.e. Slovenia, which borders Italy at Rabuiese and Skofije.

    "Estonia and the other Baltic states are true symbols of freedom and European commitment" said president Barroso during his first visit to Estonia where he met Estonian prime minister Andrus Ansip, Estonian president Toomas Ilves and some prominent members of the national parliament. Estonian membership is a European success story. The country is one of the most advanced digital economies in the EU and Estonians trust the EU more than the average European citizen.

  • Commission proposal to limit CO2 emissions from cars

    The college of commissioners chaired by president Barroso has put forward legislation to reduce average CO2 emissions of new passenger cars to 120 grams per kilometre by 2012. The proposed legislation is the cornerstone of the EU’s strategy to improve the fuel economy of cars, which account for about 12% of the EU’s carbon emissions. "This proposal demonstrates that the EU is committed to being a world leader in cutting CO2 emissions and the development of a low carbon economy. At the same time, we are committed to promote the competitiveness of our industry and its global technological leadership," said Mr Barroso.

    The presidents of the European commission, European parliament and council of the European Union today signed a ‘European consensus on humanitarian aid’ on behalf of the 27 EU member states. "The EU is the world’s biggest aid donor but we can do it better by working increasingly closer together. Common objectives, shared principles and better coordination can strengthen our capacity to help people in need" said president Barroso.

    The European Union welcomed the agreement reached at the UN climate change conference in Bali to start formal negotiations on a post-2012 climate regime and on a ‘Bali Roadmap’ that sets out an agenda for these negotiations. "We have worked hard to achieve this result" said president Barroso. "It is a very important step forward. Europe is determined to do all in its power to move forward in the future." President Barroso urged all partners to take these commitments seriously and to act swiftly.

He warmly congratulated the work carried out under the Portuguese presidency, which dovetailed with the German presidency. He underlined the fact that "isolated action is not the way forward to any of these challenges". To conclude, he welcomed the enormous step forward represented in the enlargement of the Schengen area which will take place on 21 December, "which citizens will be able to benefit from in their daily lives".

Mr Barroso outlined the goals he would like to see reached at the Bali conference: a general agreement that global warming should be reduced by 2˚C compared to the pre-industrial era; a commitment from developed countries to an ‘absolute reduction of emissions’, and new and fair targets for developing countries.

  • EU adapts market instruments

    In an interview with an international group of journalists, president Barroso answered questions about the EU’s trade relations with India and China. He stressed that the EU wanted to maintain a level playing field for competition and that this should not be confused with protectionism.   • Barroso responds to Italian-Romanian plea over migrants

    In an interview for one of the most important Italian newspapers, La Repubblica, José Manuel Barroso commented on a joint letter sent by Italy’s PM Romano Prodi and Romania’s Calin Tariceanu which called for clearer EU rules on inclusion and on the deportation of EU nationals. Mr Barroso welcomed the easing of tensions between Italy and Romania, since an Italian woman was raped and murdered by a Romanian. Mr Barroso highlighted that the means to tackle the shortcomings of migration, both in terms of finance and legislation, are already in place in the EU. But, so far, Italy has not resorted to these means.

    During his visit to Warsaw on 8 November, president Barroso took time out to meet and chat to the Newsweek team. When questioned about EU-Polish relations and the new government, Mr Barroso replied: "We have had constructive cooperation with all the Polish governments […] I am not concerned about Poland’s position in the EU and to say that is not just courtesy on my part."

    In an interview with the German Newspaper Die Welt, president Barroso expressed his belief in a consensus over the reform treaty and reaffirmed the EU’s role as a global player. Quoting the German philosopher Peter Sloterdijk, he said the EU had the dimensions, but not the structure of an empire. "The EU is the greatest construction in history" Mr Barroso said.

    On the occasion of the opening meeting of the Portuguese Presidency of the Council of Ministers of the EU, the members of the EC met members of the Portuguese government for an exchange of views. The European Council gave the Portuguese Presidency a mandate to finalise the project of a new Reform Treaty by the end of October. The presidency will also focus on the Lisbon Strategy – especially the issues of energy and climate change, and flexicurity. Concerning the area of Justice and Home Affairs, the issue of migration will be high on the agenda. A High Level Conference on that issue is scheduled for September. Concerning external relations, action will focus on the EU-Brazil Summit on the 4th of July, as well as on the 2nd EU-Africa Summit, intending to respond to the need of having a comprehensive dialogue between the EU and Africa.

  • European Council – Brussels 2007/06

    The EU heads of state and government met for the European Council under the presidency of Angela Merkel, German Federal Chancellor. The central topic was the revision of the Treaty, and the need to establish a roadmap for this. Also on the agenda was the adoption of the euro by Malta and Cyprus, which had a positive outcome. After 36 heures of negociations, a reformed treaty was agreed on, which will be drawn up at the next Intergovernmental Conference (IGC) and which will come into force in 2009. The European Treaties will be reformed by an amending treaty. Double majority voting will not come into effect until 2014; However, until 2017, member states may request that a decision be taken in accordance with the current treaty of Nice. The Charter on fundamental rights will no longer be an integral part of the treaties, but will be made legally binding by a reference in the treaties, which will not apply to the United Kingdom. The new post of High Representative of the European Union for Foreign Affairs and Security Policy will merge the functions of the EU High Representative for the CSFP and the External Affairs Commissioner. The new treaty will contain no references to state-like symbols or an anthem. There will be a full-time Council President, who will chair the European Council for two and a half years. National competences will be strengthened. National parliaments will have eight weeks in which to raise objections against draft legislative acts, if these are felt to infringe national competences. The European Parliament and the EU Council of Ministers will in future have equal powers in deciding the EU budget. The number of Commissioners is to be reduced: by 2014 from 27 to 15.
